The planning policy set out in Policy CTY8 for infill development has been described by the Planning Appeals Commission as “rather vague and perplexing.”
Policy CTY 8 states that for the purposes of an ‘infill’ there should be 3 or more buildings along a road frontage without accompanying development to the rear
A recent appeal decision set out below indicates that 2 existing dwellings with garages fronting onto a public road constitute a substantial and closely built up frontage and ribbon development.
This appeal decision significantly widens the potential scope for infill development in the rural area.
