MKA defined an overlapping neighbourhood which encompassed the entire western portion of Enniskillen including the appeal premises and the commercial Town Centre where there were 6 existing pharmacies and one located just outside at Lakeland.
In determining the neighbourhood, the proximity of the appeal site to the town centre and the likely pattern of movement of people to/from the town centre where factors of significant weight. Accordingly, the Panel determined that the neighbourhood as advanced by MKA comprising the commercial core of the town centre was the appropriate neighbourhood.
The NAP determined that there was no inadequacy in pharmaceutical provision within the defined neighbourhood which contained 6 pharmacies.
The Panel fully appreciated that Enniskillen like many provincial towns had problems with traffic congestion and parking. However, the Panel felt that parking was available and there was relatively easy access to the pharmacies.
